People start contributing by finding something they'd like to fix or improve
(which you've seemed to already have some ideas about), and submitting patches,
attached to Jira Issues (which often they create).

See for example, recent contributions (pending) in Jira issues 5234 - 5237, all
for the uima C ++ framework.

(You can find the Jira issue tracker for UIMA from the UIMA web site home page;
there's a link on the left side, named "Issue Tracker").

getting started.
