When a custom service is initializing its pinger usually reports not alive and
not healthy ... but ducc-mon says "pinger not reporting" while it does display
the pinger's info msg. Also the SM log says "pinger data stale" ... seems
confusing! Note that we could use the first "alive" pinger report to indicate
that initialization is complete.
