Presently, WS queries DB for Machines data to determine if DB is alive.
However when Resource Manager (RM) is recycled it clears the table and then
rebuilds it. WS may get fooled that DB is not functional for a short period of
time when in fact it is functional.
WS should query DB ckpt table, since it will always respond with data, to
determine aliveness.
