Currently DUCC provides AE initialization stats at regular intervals and only
for those AEs which are initializing at that moment of time. This init progress
info is displayed in duccmon under TimeInit column in Processes List.
Requested improvement is the create initialization breakdown for every AE once
the service changes state to Ready from Initializing. Along with the Ready
status, the code should include the init breakdown. The agent should include
the init breakdown list in the next inventory publication to the OR.
The OR and WS may need to change to handle the new stats as appropriate.
