Lou DeGenaro resolved UIMA-5509.

Resolution: Fixed
The svc_table comprises type="service" and type="AP". The WS has only one
possible query for all entries, and therefore one type may be under-represented
in the returned results.
Fix is to allow for separate queries by type so that WS can properly maintain
its cache of services and APs (aka Managed Reservations).
