I tried some potential workarounds using Eclipse settings but none was
satisfying as you could run into the problem by accident... when the builder is
called in some specific process.
I do not yet know why and how the refreshLocal causes the problem and why a
semaphore is not available in the other ThreadJob. My Eclipse knowledge got
really rusty.
Here are some ideas, but I do not know if one of them is an option for you:
You could switch to an older Eclipse version since I did not observe the
problem in my other Eclipse installations.
You could switch to maven-based projects with ruta-maven-plugin (in any way
recommended).
You could install a modified plugin (not recommended)
I will continue investigating the problem and I will fix it in the next
release, but there won't be one in this year.
