When an agent is quiesced (stop_ducc --quiesce-then-stop) the DB is marked with
Agent as "stop" to prevent autostart from restarting the Agent. The Agent
waits for all current work to complete, then self-terminates. The RM should
not schedule any new work on the Agent unless and until start_ducc brings the
Agent back to life.
