Summary: replace uv3 eclipse update site with signed Jars

It seems the eclipse udpate site for uv3 has the unsigned jars. The site
works, but asks the user to accept unsigned jars. Testing using the
built-and-signed jars works without that annoyance. It appears these were
never uploaded for uv3.
