merge changes from uima-as v2 into v3, and update the poms to depend on 3.0.1
uimaj, and uima-wide shared pom v 12. Change version to 3.0.1 to match the
base uimaj version.
Existing Jira version renamed from 3.0.0AS to 3.0.1AS
