The desired behavior is for autostart.py is:
# determine what DUCC daemons should be running locally
# if none are running locally and shared filesystem is not being used, use
ducc_rsync to synchronize local DUCC node (e.g. Agent) with head node
# start missing DUCC processes, if any
# DUCC Agent processes should:
** NOT have user DUCC privs on head node
** NOT have r/w privs to DB
** NOT use ssh (but should use DUCC broker)
