Agent presently accepts OR master messages, and ignores OR backup messages.
But it also potentially accepts OR messages of indeterminate type (by default).
Agent should only accept master messages.
Agent should log all messages received as ignored=Yes or ignored=No, and of
course only process ignored=No messages.
