When not employing shared filesystem for ducc_runtime/state comprising the
Agent's boot-produced node.properties file, the WS is unable to determine the
values for Agent BootTime, IP, PID, and JConsoleUrl.
Agent should report these in NodeMetrics and WS should utilize.
