The current set of eclipse dependencies no longer work, due to multiple issues.
* The pom points to a eclipse artifact repo that no longer exists, and the
versions that used to be drawn from there are no longer available.
Update the eclipse dependencies to a level that works with existing
maven-central eclipse artifacts.
