Migrate UIMA DUCC repo to GitHub

Looks like there is a repo for uima-ducc on GitHub, but so far probably it is 
only an SVN mirror (probably no longer updated) (?)

* (x) Update GitHub repo
* (x) Set SVN repo to read-only
* (x) Add Jenkinsfile
* (x) Update POMs svn -> git
