Description:
Currently, every repo has it's own Jenkins files with a lot of stuff inside
it. But we have bugs sometimes, e.g. that "sh" is not supported on Windows and
we need to call "bat" there instead. So fixing this in every single repo and
branch is kind of annoying - so it would be good to centralize the bulk of the
build setup.
