   ### Background
   
   I found when getting shuffle result, the flame graph show the method of 
`getBlockIdsByPartitionId` occupy too much time.

   But i found the default bitmapNum is 1, and the conf of 
`spark.rss.client.bitmap.splitNum` looks abandoned in future.
