h2. The issue
At startup, while AllCountries.zip is imported it appears that the servlet and
endpoints are available, but the rule service seems not.
h2. Possible solution
Either the import of AllCountries (need to be check for geoNames) does not
prevent the other service to work, or do not expose the servlet until the
import to be done.
