Backport of #912 to `unomi-3.0.x`, which is on Develocity extension 2.1:
updates `develocity-maven-extension` to 2.6.0 and
`common-custom-user-data-maven-extension` to 2.4.0, matching master.
Maven 3.10 also rejects the duplicate `maven-resources-plugin` declaration
in `package/pom.xml`, so this PR removes the second copy. It had no
configuration, and the effective POM under Maven 3.9.16 is identical without it.
Verified: `mvn validate` (JDK 17) → all 77 modules pass under Maven 3.10.0
and 3.9.16.
