Summary: Improve URAP CreateApplication integration

URAP overrides a particular CreateApplication method. The URAP override is
required to make MAx work.
Refactor this to send all CreateApplication methods through common method,
which will be overridden by URAP, guaranteeing that all create application
paths go through the URAP code.
