Add all of the necessary functionality to the TestAdapter instead of having its
interface implementations be empty methods.
With this, introduce a new NotificationServiceIT for the test adapter and do
any mock testing here. Remove the option for USE_REAL_CONNECTIONS in apns and
gcm tests as they should always use real connections and TestAdapter mock a "no
provider" scenario.
