-Fixes various push notification tests
-Adds functionality to verify p12 certificates being uploaded to notifiers
-Add additional tests for notifiers (good and bad certs)
-Reformat pom files and exclude .p12 files from maven filtering

Verify certificates when uploaded and update the certInfo object in the
notifier with details about the certificate. Fix APNS service tests. Fix
scheduled notifications where a missing column family was not being created.
