We need to be able to attach webhooks at the config-file level that can invoke 
callbacks when various actions are taken, such as adding an organization, an 
app or an admin, or issuing a new set of org or app keys, etc.  The use case 
for this might be to create a webhook-based shunt that created equivelant orgs 
and apps in 4G or auto-provisioned a gateway per UG app.

This might be complimentary to (apigee) USERGRID-259 although I think they're 
distinct issues because I envision (apigee) USERGRID-259 about a 
InstrumentationLogger class that's configured via Spring whereas this is about 
webhooks (or a configurable ManagementHook class in spring that might be 
configured to be a ManagementWebHook class that reads some config urls out of 
properties).
