Add Maven assembly for creating a binary release
DO NOT MERGE YET. For review purposes only.
Plus CHANGELING addition and README fix update to reflect fact that UG2 is
now in master.
The binary release is structured as shown below and includes source for the
Portal, HTML5/JavaScript and Java SDKs because that seems useful.
