Summary: Automate create of Usergrid release bundles

There are two parts to this:
1. The source code release bundle
Apache releases are source code, so this is the "primary" release bundle. It
should be a Tar and/or Gzipped Tar file that contains all of our source code.
2. The binary release bundle
This is intended to be a convenience for people who want to get a copy of the
Usergrid that is ready for deployment. It should contain the ROOT.war file, the
launcher Jar and the Portal Zip file, plus a pointer to docs that explain how
to deploy and run them.
