Correct, we still do this in our 2.0 release branch. Didn't you change this
with your management app merge changes? If not, we should add some interfaces
for org/app I/O in the core modules, and ensure all the legacy code is invoking
this interface. For now, it can delegate to the CPEM/RM, but as we move
forward, it will be easier to refactor into the new command pattern.
