Summary: Create App from the portal sometimes takes 5-10 minutes
for the new app to show in the UI

When creating apps in the portal sometimes it takes a very long time to reflect
them in the portal. Even after /users/me returns the app in the list it is
still not reflected in the portal.
In addition, sometimes the immediate result is 'No Application Access
Authorized'.
This may be an eventual consistency thing, or a seek vs. search thing.
Please investigate.
