I can reproduce this. It is not a bug.

Assume you have two accounts (it doesn't matter what they are called):

If user1 creates a node in the privilege tree, user2 cannot modify that node 
unless user1 explicitly gives access to user2.

If you want user2 to modify those child nodes, then do the following:
* login as user1
* select the node in question
* under the "Users" heading, click on "Add User", and explicitly add user2 (the 
same can be said for user groups -- just use the "Add Group" button)
* select the features you want user2 to have access to on the child node (If 
you would like those privileges to cascade to all other child nodes, then 
select the appropriate box).

If you really just want two admin accounts to have access to everything, then 
select the root "VCL" node and add the second admin there. You will need to 
make sure that the rights cascade to child nodes.
