Aaron, I've used to use the flat mode for the networking setup in OpenStack Essex. I think I setup dhcp server for both private and public networks using dnsmasq on Ubuntu. I haven't tested the existing dhcp server but Openstack has several options (Flat network, Flat DHCP network, vlan network). One of the network options would be working for the external DHCP server. Also, Quantum can be an alternative option for setting OpenStack networking. I will let you know if I find something useful. Thank you.
