Good news, infrastructure once again provides Subversion to Jira integration: http://www.apache.org/dev/svngit2jira.html
There used to be a Jira plugin which added a tab to every issue containing all of the Subversion comments related to the issue. It worked by parsing the svn comment for the Jira issue such as "VCL-123". This was very useful. For some reason this had to be retired. See the following issue for an example of the comments automatically added by svngit2jira https://issues.apache.org/jira/browse/ACCUMULO-1733 I will create an issue with infrastructure to get this enabled but will need to show the project is in agreement on enabling this per the page referenced above.
