Updated utils.pm::get_computer_ids to not include deleted computers.

Renamed update_request_password to update_reservation_password because
passwords reside in the reservation table.
Added more info to notify messages generated by

Enhanced utils.pm::string_to_ascii to merge consecutive special character codes
and display the number found.
Added optional $force_array argument to xml_string_to_hash.
