I have the go ahead from IBM to release this to Apache and so I would like it 
to be included in the next VCL release.
I will be able to support the broker design, however will need access to the 
VCL sandbox platform at NCSU for that.

The paper detailing the design of the VCL broker and changes to VCL 
architecture can be referenced at
