I share this concern, but I don't really have anything to contribute as to how 
to address it.  It seems that VCL is a complex enough system with a relatively 
small target audience that the number of people that could be potential 
committers is somewhat small (compared with more typical open source 
projects).  Of those, most are sysadmins at universities.  Getting the buy in 
of their managers to allow them to regularly spend time contributing to VCL 
seems to be difficult.
