In testing, an additional argument can be passed in utils.pm -> mail, around
lines 1280/1291, to include " 'Content-type' => 'text/html' "
Note, email variables in the database need to be modified with appropriate html
formatting.
This breaks the front end code, since the text boxes destroy html formatting
upon submission.
