VCL-981 - create a new theme that is more responsive for mobile devices
vcl.sql: changed affiliation.theme to allow NULL and default to NULL
update-vcl.sql: changed adding affiliation.theme to allow NULL and default to
NULL; added update to set theme to NULL where it is currently an empty string
