I'm mostly guessing here, but i'd suspect that building using 1.4
perhaps with target 1.3 would probably be best. Personally, i hope we
won't be supporting 1.3 anymore after we get a final release of
Velocity 1.5 out.

I've built 1.5 beta 1 using 1.4.2_12.
It still builds on JDK 1.3 but VelTools66TestCase throws a
ClassCircularityError (huh?!?)
