Resolution: Fixed
Apparently the velocity.log file from Avalon is not readable under JDK 1.3.1
until the test is done running. (not log4j as incorrectly stated in the
commit). Thus when the test writes to the log, then reads the log file it
finds nothing. Fixed this by using a custom log adapter to store the log
messages in memory.
