anchors do not appear in user guide

Note from Will: this is correct in the xdoc source and docs generated with "ant

Strangely.. Relative anchors ("About this Guide", "What is Velocity?",
"What can Velocity do for me?", etc...) in document
(http://velocity.apache.org/engine/devel/user-guide.html) don't work at
all in Firefox 2.0.0.1

I don't think this is limited to any specific browser / version. I
viewed the source for that page, and the anchors appear only once in the
document, in the index. Oops.
