The VelocityTools project has a number of example webapps that are packaged as WARs so you can just drop them into Tomcat's webapp folder to deploy them. If you look at the sources for those examples (or even just unpack the WARs and examine the contents), these serve as examples of how to use Velocity in a webapp. Also, the VelocityTools documentation talks more about using Velocity in webapps in general.
