Nathan Bubna resolved VELTOOLS-62.

    Resolution: Fixed

We now have the org.apache.velocity.tools.config.ValidScope and 
org.apache.velocity.tools.config.InvalidScope annotations available for tools.  
I think these pretty much do the trick.
