It's really annoying for maven-based software (like Struts 2) that use Velocity Tools. In Struts 2 it was necessary to exclude the servlet-api 2.3 to make it work. And it is wrong: it has to be "provided" since it is usually provided by containers. I know that my vote is absolutely not-binding, but it is very annoying: a commit for you means less configuration for the rest.
