Log Level

I noticed in the JdkLogChute and Log4jLogChute that if the default  
logging level is set to WARNING.  It seems like the log level should  
be set explicity only in the case that the coresponding property is  
has been set. Otherrwise, I think it's more appropriate to set the  
logging level in the logging config file.  Thoughts?
