Christopher,
apache-extras is nothing more than a "mask" on Google Code projects, so you can
create a project as you create a Google Code project.
You can connect it to Commons, since your library seems somewhat connected to
Commons Net.
If you transform your library into a Maven project, then you can use Sonatype's
OSS repository to publish it:
