Resolution: Won't Fix
The problem is that Joda Time would be another dependency in Velocity Generic
Tools the way you proposed it.
However I think it could be a nice addition as a separate module.
But I don't think that any current Velocity developer has time to work on it.
You can provide a patch or (probably better and easier) create an Apache Extras
project:
