Hyracks dependency

Hi Preston,

I just looked at your commit that changed the version of the Hyracks 
dependency and I'm wondering if we really need 0.2.13-SNAPSHOT or if we 
could also use 0.2.12.
If we used 0.2.12, we could do the next VXQuery release based on that 
and we wouldn't need another Hyracks release.
