No, it doesn't. I hope that you are referring to the text in the vote message (and that there's no other place where we still are incubating). I sent a cancellation-reply to this version of the release thread and started a new one that says "0.4" instead of "0.3-incubating". However, it seems that some e-mail clients (mine among them) get confused about the order and relationship of the messages in the thread. If you list the messages strictly by date, you should get the right order and you could re-cast your vote on that thread.
