The XQTS catalog has changed with the new release of XQuery 3.1. The new format
simplifies the number of files, yet the new format will need changes on our
side.

Two sub questions:
* Update the VXQuery Test Suite (or support both)
* Switch from the 1.0 version to using 3.0 (update website documentation and
code base for testing)
