Currently `XMLSerializer.printJsonValue` prints quotes for values with the
ValueTag `XS_STRING_TAG`. However there are more types that should be quoted.
Certainly all subtypes of xs:string should be quoted and probably all other
non-numeric and non-boolean atomic XML Schema types as well as their
serialization is not valid JSON.
