Summary: Delete Index doesn't work as a partitioned job

Because of the way indexing is currently centralized, delete index only deletes
one index, regardless of the number of indexes specified. The last partition to
complete is the only successful deletion.
The underlying files are actually deleted, but the metadata and folders are
both left (the folders are left even when the metadata is removed).
