Some resources missing in the website repo

we need to add some static resources to the new website repo:


  1.  LICENSE (A copy of the Apache License 2.0)
  2.  NOTICE (That this is ASF stuff)
  3.  DISCLAIMER (A disclaimer about the incubation status of Wayang)
