Heya, A release manager does not necessary be a PMC / Committer. In fact doing a release as a contributor is a good way to become a committer. @chris, @JB. @lars?
Glaucia, how to do a release is noted here: https://incubator.apache.org/guides/releasemanagement.html Process: The Podling votes first internal for a release. The Release Manager creates a tag, and builds the release. This can also be done over a dedicated release branch. The release is cut, everyone has to test it, check it for license issues, also if included projects are compatible For every update on the release a voting has to be initialized. The final release voting for the Podling release has to be done over the incubator mailing list, the Incubator votes with binding votes on a release, and the podling’s PPMC non-binding in the incubator list.
